1 cup oats (old-fashioned) 2 tablespoons rice flour 2 tablespoons semolina (rava / sooji) 1/2 teaspoon salt 1 1/2 cups water 2 teaspoons vegetable oil (for drizzling) 2 tablespoons chopped cilantro (optional)
