Create the flavors. In a skillet, add vegetable oil, minced garlic, and chopped sweet chili peppers. Saute until garlic slightly changes its color.
Add other ingredients. Turn off the heat, and add soy sauce, rice vinegar, red pepper flakes, and honey. Stir until all the ingredients combined.
